Annual Homeless Assessment Report (AHAR). The AHAR is a report to the U.S. Congress on the extent and nature of homelessness in America, prepared by the Department of Housing and Urban Development (HUD)
HUD has developed seven system-level performance measures to help communities gauge their
progress in preventing and ending homelessness:
Administered to persons experiencing homelessness during the Point in Time, the survey helps the community to understand the unique needs of the homeless population and barriers to achieving and maintaining housing.
The Point in Time Count (PiT Count) is a HUD census held during the last week in January and counts sheltered and unsheltered persons within the CoC region.
The VHSP tracks performance and outcomes of homeless programs and shelters within the CoC, including shelter data submitted by domestic violence shelters.
